In this passage, Deleuze contends that power "constitutes those over whom it exercises power into a body and molds the individuality of each member of that body." (5)
It appears that Deleuze is calling upon a somewhat universally accepted definition of the term power (see Lukes, Power: A Radical View). In fact, how power operates is a hotly debated concern of politics and sociology. Some contend that power is merely decision making and it can be measured by formal outcomes. Others contend that power operates both formally and informally, as both decision-making and agenda setting. A third camp believes that power is much more esoteric. As Foucault writes, "Power is everywhere...because it comes from everywhere" (see his History of Sexuality).
